When I start my truck it idles at 700 rpm's. After a couple minutes it jumps up to 1,100 rmp's. If I tap the brakes it drops back down to 700.
Is this normal? If it is normal, why does it do that?
That is normal Tom. What is happening is the wastegate is closing and the engine is increasing the rpms to help it warm up quicker. When you step on th brake or the go pedal the rpm's return to normal. You'll probably notice a whooshing sound coming from the exhaust, this is normal too. I have a 4" turbo back exhaust and on a cold day it sounds like a jet getting ready for take off.

Excuse my ignorance, I'm new to the PSD world....does the wastegate "bleed" off excess boost to bypass the turbo, hence the exhaust note change?
Then once the engine is up to temp it should idle at 700?

What is actually happening is the butterfly valve on the exhaust back pressure valve closing, not the wastegate. It makes that sound because it closes off a majority of the exhaust gasses from exiting through the exhaust.

I'm really not to sure how it happens but your defination seems to be close to what I have heard. When the truck is cold the rpms kick up, EBV (exhaust back pressure valve) closes and the turbo tries to kick in some boost this causes a load on the engine and makes it heat up quicker.
I'm sorry I said waste gate before my mistake, I shold have said EBV. I was just looking at a part for my cabover. I apologize for the confusion.
