The surging was realted to the VGT unit. As a added note. I was hearing some wining coming from under the seat the last couple days. I believe that is where the general location of the HFCM unit is. Well I guess it will be fixed. I am intested to know what happens with the other guys surging issue here as well.
Have you tried to just change the upper and lower fuel filters? You have to do it anyway, so give it a chance.

Exactly. Try just changing the filters before you fork over a grand for a "faulty" fuel pump. Mine did that when I started using biodiesel. Noticed a whine after a couple hundred miles as the bio dissolved gunk in my fuel tank and it plugged the filter. Replace filters and all is well.
Do you think the computer would set a low fuel pump pressure code? Would the dealer first verify that it could be a filter issue before just chaging the fuel pump out? Any ideas where they would check the fuel pressure?

Um, no... they want $$. The pump has to push fuel through the filters, yes? If the filters are clogged then both fuel volume and pressure will drop, true? So then, try to replace those filters first! $40.00 or $1040.00... either way it's $40.00...
So my truck went in on Saturday and I had them do the fuel filters, Run a OBD scan and give me a PCM flash update. It hasn't been updated ever that I know of.
The fuel filters were semi-clogged and the they found that it was infact throwing a EGR realted code. Actually it showed a faulty EGR. Filters were on my dime ofcourse however the EGR and Flash were under warranty minus the 100.00 deductible. I picked it up the same day and so far so good. In fact it's running better than ever and I have noticed it seems to have a much smoother acceleration and the turbo whistle seems to be more pronounced also. I'm not sure if that's related to the new EGR or the updated PCM flash though. With all the talk about bad VGT solenoids and the fact that this was a intermintent problem to begin with I'm keeping my fingers crossed that this is really fixed.

Well the problem's back and it's even getting more frequent.
So far here's whats been done: Both Fuel filters, drained water, ran injector cleaner, had the Diagnostics ran and EGR was faulty and was replaced.
Any other ideas?
It actually stalled out again and when it surges at an idle I can notice some dark smoke. It seems like the turbo is sticky when it surges while driving but would that have any effect while at an idle? I'm getting concerned I may have to cross over to the Dodge side of town but I would hat for it to come to that especially if it's a fairly simple issue. It seems to be a fairly common thing lately.
I'm having almost the exact issus with my 04 f250. Just got it back from the shop and idles wildly then will actually sped up will driving with steady pedal. Where is the icp and what does it do. 75k on my truck and now i'm starting to have these little problems.
The 03 and early 04 are on the HPOP cover under the turbo and 04 and up are on the passengers valve cover near the glow plug module.Page 11: Component Locations this is 03 Page 12: Component Locations this is where it is on a 04 and up next to the oil fill tube
Just an update, dealer called today and said ICP and wire harness problems. Had to order a part so it should be up and rolling soon. Hopefully problem solved!
This is very likely the wiring problem. ICP/EBP Sensor Repair Kit:
Both PowerStroke engines may exhibit codes related to the ICP(7.3: P1280; 6.0: P2285) and/or EBP sensors (P0472). If these codes are present, clear them. Start the engine and wiggle the sensor connector that matches the stored code. If the code returns, replace the sensr connector--P/N 3C3Z-12224-BA for 94-96; 3C3Z-12224-AA for 97-2004. Broadcast Message 1078/SSM #17573.
Yeah you da man! It was funny when I took it to the dealer I handed them a list of likely canidates (ICP, Wiring, Turbo, EBP, etc) all of which I had collected from FTE. I told them I'm no diesel tech but these components are where I would start! sure enough!
