It's a heating element, so both seats should reach the same temperature. Maybe you've got a short somewhere and only part of the element is heating up?
How often do you drive with a passenger? Maybe just swap the bad element to the passenger side? You could also order a replacement element from Ford, or an aftermarket one from Seat Heater for Cars and Trucks from HeatedSeatKits.com
