Given you have no pedal linkage issue, this sounds like a problem in the brake booster valve allowing pressure to apply the brakes.
Years ago I had a 94 F150 that had brake drag and the cause was the pushrod from the brake pedal to the vacuum booster.
For the 7.3 this would be the hydraulic pressure control unit mounted at the master cylinder.
