Can the clutch chatter when the trans is in neutral by increasing RPM then letting off the gas just between 675 and 1500 RPMs

If you still have a dual mass flywheel then Yes. It may be clutch time, get a single mass.
There many here that have an opinion on the best one. They should be along to give you more advice.
I've replaced a couple but don't drive one on a regular basis so I wouldn't know.

Unfortunately the dual mass is the original clutch still in there looked at it the other day had springs on the fly wheel. Also had some clutch material in the fly wheel cover so it's going. Hasn't started slipping yet though or do these clutches just go out at once when it's there time.

I would go SMF as well but if you are interested I have a new in box clutch for the DMF. I will even throw the DMF in there for free if you want it.
Thanks Neal but if the SMF is that much better like a lot of you say then I'd go with that especially if it lasts longer plus works better too. Well I don't know much about the DMF anyways really except for what I read in here.
