2001 4x4 not working

2001 4x4 not working
I have 2001 ranger 4x4 4.0 sohc,my 4x4 is not working i have put a new transfer case motor on and it still doesnt work,all fuses are good,are there any relays under the hood,when i turn the **** t 4 high i hear 2 clicks from the control module behing the passenger kick panel i took that off and it looks ok,i also have taken the gem located to the left of the radio off and it looks good,but sometimes it would go into 4 wheel drive and sometimes it wont,also when you switch it to 4 wheel drive the motor turns a little and them it goes back to 2 wheel it doesnt turn enough to lock it in,like it wants to go into 4 wheel and something is telling it not to.someone please help.

There are no PVH hubs on a 2001. Front axle is constantly turning...just have to lock in the transfer case to apply power to them.....one nice reason the 4x4s don't get that good of gas mileage
