Maybe this will help. Sounds like the leak is in the solenoid valve or after it. Try plugging the line going into the solenoid.

On the 6.9 it was a belt driven pump on the passenger side of the engine. I never looked on the 7.3 but have never heard of them changing to an electric pump.
