Distilled water does not conduct electricity at all. Spring water barely does and tap water will somewhat. Water itself does not conduct electricity, it's the minerals inside of the water that conduct the electricity.

I still don't understand what exactly these water wires exactly are? Are you saying that there are spark plug wires that are clear tubes.. filled with water? I looked all over the internet and found nothing. What is the point of these? Are they for looks? Do they do something cool? Do they work better?
No they won't work better. They will be burdened with not working, leaking, and spark loss through the walls. Stick with silicone jacket spark plug wires.
