Question Web Wrapped Tree?

This afternoon I walk by a young Ash tree in my yard and it appeared that someone had wrapped it in plastic wrap. Upon closer inspection it was a silky web like wrap that went halfway up into the branches. In and on the web were millions of very small orangish bugs/spiders(?). Anyone know what the heck this is? I've never seen anything like it before!

The only thing I have seen like that was this, but I really doubt this is your problem:

If they are spiders, they are probably Orb spiders. Sometimes, very rarely, they will all build a web together without eating it the next day.

I dunno what they are but the tiny red spider looking bugs i get them on the brick pillars on the front of my house but havent seen any webs
