Took covering off steering column to expose ignition switch. There was a black plastic ring around switch with small wire attached to it by a ribbon type harness and protected by silicone. It was attached to aconnector that bolted to lower part of steering column just below switch.
Anyways the wire broke off the plastic ring and I have no idea what it is to get another one.
can't be sure but sounds like parts to a remote start, i have this on my truck, and thats sort of what it sounds like, it bypasses the security system, but i guess disregard this if you do not have remote start
His application of a 99xl probably does not use a chipped key. Could be the part or maybe the entire steering column was swapped out with one from an expedition (which I believe has a chipped key).
The black ring is the antenna for the PATS receiver. Whether his 99 XL has PATS or not, the factory used the same column at assembly time to minimize stocking of different assemblies.

Projectsho89 excuse the hell out of us for giving advice maybe not all of us are factory engineers or mechanics, last time i checked the guys thanked us in his post for any help. I THOUGHT this forum was for was to try and help each other.
Thanks all of you, I dont think my P/U has PATS as I cant see any evidence of a chip on my key.
The truck would start prior to removing shroud,wire broke as I was taking key cylinder out,.
I think I may have fixed the wire, anyways Im doing all this to check and clean all my electrical connections.
My radio stays on with key turned off , have ABS, AIRBAG and CEL lights lit up sporadically and I read on here that bad connections could be the culprit
After I had posted on this thread, I ended up checking out my 02 F150 xl and was suprised to find out it has the pats system with the chipped key, But my 02 F350 does not. I would assume his earlier F150 uses pats also.
