My passing gear dont seem to work. It is connected on the engine and on the transmission. When I stomp the pedal going down the interstate it dont feel like it kicks in. Anyway to find out the problem or adjustments?
Essentially, all the detent does is kick it down to second gear. It is a small cable running from your injection pump arm to the trans. If it came off or broke, it will cause it to not shift down. The other way it could kick down is by the modulator, which is vacuum operated. The vacuum control on the IP may have failed. How are your shifts normally, quick and soft, or somewhat firm?
The are preset, so no real adjustment necessary. When you replace them, then it might matter if you get one that is adjustable, most are not. Take the hose loose at the valve, and see if there is any trans fluid in it. If so, the diaphragm has failed. If not, leave it loose and see how it drives, it should shift late and hard. To check the kickdown (forgot it isn't cable..) see if it still has spring bak at the trans. If not, something came loose in there.

connect a vacuum gauge to the transmission side of the vrv and with the engine running open the throttle from idle to 3/4 throttle and see if the vacuum signal deminishes as the throttle is opened
and there is not governor shifts and modulator shifts
all shifts are caused by the governor the modulator increases or decreases throttle pressure in the transmision which changes control pressure at the governor which causes low rpm shifts or high rpm shifts and the modulator is controlled by vacuum signal from the VRV valve
one other thing , the engine is governed to about 3500 rpm depending on your axle ratio and road speed the governor pressure in the transmission will not allow a downshift if the engine rpm is too high in third gear
for instance if the engine is at 3000 rpm in high gear it cannot downshift to second because the engines governed speed is lower than the rpm needed for second gear operation at that road speed

The governor and modulator balance each other, so in a sense, there is shifts controlled by the governor, or modulator. The modulator overrides the governor pressure, making it shift down. If the governor pressure is higher, the trans will shift up. So to be able to tell if the modulator was holding the shifts back, you would notice it was a late shift that was firm. If the modulator was working fine, but the shift was late but soft, it was the governor causing the late shift. You can disconnect the modulator, and the trans will still shift, bei it late, but you can't take the gear off the governor out and have the trans shift... And back in the day, the factory modulators had color bands to indicate their settings. They were not originally adjustable, you had to check the color band to see what setting you had.
Your truck is not going to shift down after about 60 mph, it can't because the engine would have to turn to fast after that if you have a 3.55 back end. Get it runnin about 55, then mash it to the floor and see if it shifts.
