fuse blows

i have a 2002 f350 and the fuse for the throttle and instument panel keeps blowing and it will stay running just when you press on the foot feeder nothing happenes and nothing on the instrument panel works i can not find any shorts any where and it does not blow right away can anyone please help!!!!!
