I guess it's not at all funny, but I couldn't help but laughing anyway.
A week ago on Monday I arrived at work to see the maintenance guy hosing down the parking lot. Over the weekend someone had come on the lot in their RV and just dumped their black and gray tanks right on on our lot. We have sloping sides around the lot, so I'm sure they got a good flow going away from their rig. Our security cameras didn't pick up the license plate for some reason.
I just thought, how cheap can you be that you can't pay a couple bucks to dump your tanks at a sanitary dump?
Then today I get to the office and guess what? They did it again this weekend. Same rig, and again we didn't get the plates. Now I figure it's a homeless person living in the RV. We called the cops but of course there really isn't anything they can do.
So, consider this a funny anecdote, or a useful RV'ing tip. Your choice.
I know it isn't funny...but when you were describing the scene...my mind immediately went to Clark Griswolds Cousin Eddie in Christmas Vacation...remember the scene when Eddies in his robe dumping in the street...classic...sick...but still classic!

We have a free dump site right in town which is nice.
That would be nice. Wish we did too, but then it would probably be so crowded that it would be a mess all the time.
Finding a place to dump around here is tough, even if you are willing to pay. So I always make sure to do the job on the trip home before I get here.
I've considered getting a macerator so that I can do it at home, but so far I've avoided that expense.
I would bet that this perpetrator is a homeless guy who lives in his RV. We have a lot of them here and they just park on streets or public parking lots and rotate around every night so the cops don't key in on them. A week worth of crap and he's looking for someplace free to dump. If he rotates that around too then he thinks he won't get caught. But we do know the make of his RV and gave that info to the cops, so they might spot him sometime. Probably not.

Not all Walmarts. Many communities have banned that, and some Walmart managers have as well. Sometimes it's better to not ask, because they are obligated to say no, but don't actively stop it.
