I don't remember which years...but some of the 99-04s you could get the XLT Sport package as mentioned. And in 02 they had the BFT package which was all black.
I never liked that they still had that textured pad on the front bumpers......I put a XL bumper on my truck (all steel...no pad) and painted it to match after doing some metal work to it.

your truck looks good. I'm just trying to avoid major surjery for now, but i still want my truck to look good not that it doesn't with the stock bumpers but i like the look of painted to match.

those look like eagle eyes.... 05-07 harley davidson headlights...
As for bumpers, since the chrome plating is very smooth, paint won't adhere unless it is etched. Best bet is the argent painted xl bumper as referenced above

Harley Davidson headlamps directly from Ford.
Part numbers are 5C3Z*13008*CA and 5C3Z*13008*DA (at least they were in 05 when I bought them).
Eagle Eyes look exactly the same as OEM....but these are Fords.
Not sure if Eagle Eyes had them back when I bought them.
I do have Eagle Eyes on my 07 though:
