2003 - air temp sensor question

While i was changing my air filter, I noticed that the air temp sensor located in the intake tube can be rotatated. Does anyone know what the proper position of the sensor. Should the sensor element be in the direct path of the airflow, or should it rotated so that the element is behind the plastic arm preventing direct airflow over the element.

thanks

IMHO Rotated so it is in the direct path will provide a quicker response to temperature changes.
