I was wondering if the front license plate holder was proprietary or if I could get a new one at Oreilly's or something, same for the rear holder. Thanks
I'm not sure about the 04's, but it should be the same as the 03's. On my 03, the rear license plate mounts are just plastic inserts. However, it OEM ones appear to have a white rubber coating that seems to keep them from shifting around. I could find the solid plastic inserts but not the rubberized ones. The front plate holder has plastic rivets which mount it via holes in the bumper. I managed to have my front plate knocked off once, got the plate holder remounted. If you needed to add a front plate holder, I would want to look at other mounting options than drilling holes into your front bumper for an OE plate holder.

That's what i was wondering. I was in an accident two weeks ago (have yet to post about that and it was ripped off. They replaced the front end bumper but gave no license plate holder. I didn't know if there was a standard or if i have to get a Ford one to get it on without drilling. I really didn't wanna pay out the tail pipe for a front license plate holder but I need one for my Sheriffs' Association plate.
'03 and '04 are indeed the same bracket. Junk yard would be a good place to find one, but doesn't solve the drilling problem.
From the remnants it had plastic push pins that expanded behind the bumper to hold on, so it shouldn't be drilled. I guess I'll stop by my dealer on monday and get the lowdown.
New bumper won't have the holes for the plastic rivets to mount the OEM plate holder. Hole would have to be drilled to accommodate the plastic rivets/pushpins.
