On the 05-08s with the radius arms and coils you change caster when you add the leveling kit w/o lowering the radius arm mount (caster is the angle of the upper ball joint over the lower ball joint...positive means it's tilted towards the door, negative means it's tilted forward to the bumper).
You can adjust for that caster change with the cams in the leveling kits.
For taller lifts you need radius arm drops, redesigned radius arms or 4-links to get caster back to an acceptable setting.
IMO, you definitely don't want to go more negative on caster than stock on the 05-08s...often times you want a more positive caster than the factory on the lifted trucks to improve the handling.
On the leaf springs 99-04 trucks the caster isn't as effected as much since the caster generally doesn't change when doing a leaf spring or hanger and shackle (it will change some doing just a shackle on it w/o the hanger). W/O knowing what your caster setting is, it's hard to say if you need them or not on a 99-04.
I still run the stock upper ball joint cams on my 01 with 8.5" and 38s.

There is a bracket that came with the procomp leveling kit that lowers where the track bar connects... I think haha. You see the bolt where the track bar meets at the bracket, that is not stock. Look at the picture.
And I believe the bushing were the caster cams. i will take pics tom when its light out. [/QUOTE]
