My buddy just bought a 2001 ranger 4X4 and when he starts it up in the morning it beeps 5 times in a row 5 times. Then after 10 to 15 minutes later it does it again while driving. We took it to Autozone to have the codes pulled and they said there was no power to the connector. Also the OD on and off switch at the end of the shifter doesn't work. Any ideas?
The reason your vehicle is beeping is because there is a problem with the air bag system and the air bag warning lamp is not working. Replace the air bag warning lamp bulb, verify operation and then continue with diagnosis of the air bags if the lamp does not prove out properly.

I searched and also found that the airbag system sets off that beep if there is a problem. The switch for the OD may be bad causing it to not function. Here is a link with ideas on airbag system repair.
If there is no power at the connector check the fuse for things on the interior like the cig lighter or somthing like that. usally the data link connector gets its power from there
Check the fuse to the OBDII system, Check the owner's manual for fuse location.
Data link should be under the dash, below the steering wheel - look for a black plastic cover. Inside is the 16 pin data link.
99 Rangers (only info I have) is a 10amp fuse in location 5, but I am sure there were configuration changes since the 99 model year.
Either way check out the fuse.
The conector is where autozone pluged in to check for codes it has to be within arms reach from the drivers seat usally underneath the dash in the center of the driver compartment
