I am usually over on the 7.3 side of things. However, my brother just recently bought a 2004 diesel. Long story short, He is getting the P0488 error code. States that the only hesitation is once up to operating temp it will not go above 2000 RPM, has a lot of white smoke as well. He has takin it in to the dealer and it has the current programming codes. They say they can fix it but don't know what is wrong with it. Not sure how that works. He has disconnected the EGR Valve and get the same thing, runs great until it is upto operating temperature then derates as he calls it. The part I find most amusing is he is a certified diesel mechanic for all the big rigs on the road.
I am thinking it is a sensor that is flaky once upto temperature, the only odd part is it will only go up to 2000rpm range, it move some rpm after that maybe a 100 in either direction but almost like it hits a governor. I have been searching several threads finding similar items but they don't seem to have the 2000 rpm symptom. Any ideas?
Condition Description / Fault Trigger - EGR Throttle Position Control Range/Performance. Checks for a difference in commanded and actual EGRTP
Probable Causes - Throttle plate, actuator, sensor. Fault sets when the difference between EGRTP and commanded
EGRTP exceeds the limit for a specified time.
On the early 03 and 04 6.0L engines they had a throttle plate that is used to help force the exhaust gas through the egr valve. They later did away with this in 05. Alot guys with the early engines have pulled the throttle plate out and have put a 05 elbow in place of it eliminating the throttle plate. If you do a search in the forum here I am sure you can find more information on this.

Ok I did alittle more reading and found in 2003.25 that they started adding the throttle body with out a plate and then later added the throttle plate.
It was the throttle plate that was closing or partially closing causing the issue. We removed the butterfly portion, and low and behold, it has power all through the RPM range.
So a thanks to all who posted and those that posted previously in the search results, we were able to solve the problem.
