Not necessarily true - Colorado still requires them in the greater metro area on any vehicle that was originally equipped as such.

In an attempt to answer the OP's original question, in addition to what has been previously stated about the short span of time and gvw related input on the '73-79 fords, don't forget that the gm trucks were basically unchanged from '73 to '87. Over double the number of years with the same body/frame as ford, therefore many more non-exempt trucks out there, thus a larger market and reason for lmc to carry them for the gm trucks.
