No running lights at trailer plug

I am having this same problem too. I was towing my trailer last night and all of a sudden the lights went out. It turns out that I blew fuse#8. When I replace it and turn the lights on to test it, it immediately blows the fuse again. I have check fuse #4 and it is good. Could it be a relay that has gone bad? What would cause this?
