93 E150 Van 5.0 Overheating

93 E150 Van 5.0 Overheating
Hey Everyone,
I need help if at all possible.
My wifes van started over heating and after inspecting I found the weep hole in the waterpump leaking.
I changed out waterpump but in process 3 bolts broke off,
Tried to rework broken bolts but with no success,
Put everything back together anyway and had no leaks, even replaced T-Stat and had radiator flushed, both by myself and a shop.
Van still over heats, rides near M and A for a bit and then moves to L and stays there unless I am in traffic or on highway and then it overheats.
overheating, not just gauge off because when I raise hood both radiator and reserve tank bubble up and steam can be seen.
I am lost as to what to do now.
Do I need to fix broken bolts, Have been told that as long as there are no leaks it should not matter.
The van was fine before this happened, never over heated unless antifreeze level got too low.
