If the belt isnt in right, take the tenssion off the belt and put it into the right spot. You might have to replace the belt. The smog pump have 2 hoses. 1 is the intake of the pump and the other goes 2 the vac res canister.

If what I'm seeing in the picture is correct, the alternator pulley sits too far back in relation to the water pump pully, but the tensioner is even farther back? Or am I seeing a funny angle from the camara?
You might try to get the number on the alt and post it, or run it by numbersdummy..but something definately doesn't look right...does the water pump pully line up correctly with the crank pulley? And the power steering and all is correct? It is just the alt that is out of alignment?
and danr1 is correct, I believe that is a vent to atmosphere, and no hose ever went there.
Hard to tell in the picture, but to me it looks like the belt is just not positioned on the alt pulley correctly...ie one rib off to the front. (Either that or it has the wrong pulley on it...should be a K6 belt and pulley..there is too much backspace showing). If that is the case and it has just been running misinstalled (off a rib) I would recommend replacing the belt with a new one though as this will have damaged the one on the truck. Good luck.
