The camper package is a very common option that dealers usually order on the trucks, that is why most trucks do have the overloads.
I ordered mine without the camper package so that I wouldn't get the overload springs or the rear sway bar because I was already planning to install airbags for my trailer.
I have them on my 2004. Wanted them on my 2008, but the dealer said the Camper Package is not available with the 20" wheel option. Didnt make sense to me.
I have the "heavy service suspension" option, which upgraded my front springs one step, AND added the overload springs (and the big flat spring on the bottom) to the rear.
I seem to recall that heavy-service suspension for me was front-springs only if the rear already had the overloads, otherwise, it added it. Not bad for $150.

I got the same thing when I ordered mine...and the dealer was correct...now wishing I could add them! I wonder if you actually can?!?!

The reason you can not order 20" wheels with the camper package is due to tire clearance. When the truck is loaded to its "certified" camper weight there is not a "acceptable" ammount of tire to body clearance, says Ford.
There is nothing stoping you from adding the overloads yourself though...
The snow plow package usually comes with rear overload springs, in case you want to use a bed-mounted spreader, or need a counterweight to offset the weight of the plow.
