Well heres the deal. I can hear the little IDM power relay in the power distribution box ticking/makin shortin noises. If I pull the power relay, the noise goes away. With the relay out of the socket, I take my meter and go from every terminal to ground, and get open like i should. Now I'm usually decent with a meter and electrical diagram, but right now I'm a little ashamed of myself I can't get the problem.

If you pull the IDM relay and test the wires with the ign in run possition you should have 2 wires with 12v (coil, switch). 1 (IDM relay coil) is 12v from the PCM relay and the other is 12v from the fuse box (IDM relay switch). Both are 30a ckts.
The other 2 wires on the IDM relay are a ground input from the PCM to the relay coil and the other is the 12v feed (switched) to the IDM.

Electrical crap can beat you up sometimes. You will find it.
My wag is the PCM or a bad ground feeding the PCM.

Maybe Action or Cuda can post the PCM ground input pins (#'s) for you to test.
Iam PC dumb and cannot paste it!!!

Here's the latest. By now, I'm sure I'm drivin you guys crazy. I took ohm readings once more just to double check. With the IDM power relay out, from ground to every terminal, I get open like I should.....correct??

With the ignition powered up, I went from ground to each terminal to determine what voltage was at what terminal. I tried to make a little diagram, not sure how the pic will look once posted. But anyways, one terminal, I get 12v , then a few seconds later, the voltage drops to 0v, then back to 12v, then back to 0v and so on. Switches voltage about every 10 seconds if that. I'm assuming thats my problem wire????? Heres a pic, hopefully it posts up good.

Pulled the PCM relay. and the terminal that was pulsin 12v to 0v had a steady 12v. Top terminal that had 12v only had 2v.

Unplug the IPR and retest.
If you can give me the color of the wires or the relay pin# 85,86,87,30.

Relay pin #30 (that was pulsin from 12 to 0v) I just did some more voltage readings with the IPR unplugged. Not sure if these numbers will be useful but here they are:

thank you for all your help/advice. still learning with these psd's.

Its looking to be a PCM/IDM problem not wiring. More testing.
Reinstall the IPR connector and PCM relay.
Remove the PCM wiring connector. With it removed test the wires at the IDM relay again.

The wires on the IPR connector look good? Go into the harness to be shure.

Needed Cuda to list all the pinouts. He only posted up to pin #32.

Thats where my problem was ,,,What looked like insulation was fuzz (or crap) on the wires ...

Twice , ,last time I fully repaired the wiring with new...

First time needed a new IDM...
