Better depends on what you are wanting the engine to do for you. The Clevelands were built to live in a much higher RPM range to develop their power. The heads are the big deal. Even the 2V heads had enormous valves in comparison to all other Ford engines of the era (and now for that matter). The 2V were streetable but the 4V heads were better on the race track (or drag strip). The windsor has Fords typical head (poor flowing for performance) that made it a very streetable engine. It develops power at lower RPM (both horsepower and torque). For most truck applications that are going to be daily drivers, haulers, towers, the 351W is a better choice. If you want to go racing, the Cleveland is a better starting point head wise. But with some work (and probably less money) the Windsor can be turned in to a decent runner as well. I have a 1970 351W that was built for me by a speed shop in my '64. I didn't have the money at the time to do much to the heads, but with that as a restraint, it still is a strong runner and I still have good low end torque and drivability.
So the choice is up to what you want/need the engine to do for you..

with my 351 i have a 750 cfm hooly carb and an rv cam. it is in a 67 ford f100 ranger xlt. my plan is to take that block out, put a performance intake 1500 rpm, roller rocker, roller lifter, roller cam, performance wires coil spring, and take that block and put in it my 67 ford mustang. im going to put detroit lockers in for the rear, also put a shaker ram air on the hood, and i want to put a new trans.
im only 17 and im not to knowledgeable about all the racios. i was wondering what kind of trans should i get for drag material, i was thinking of a 5 speed standerd but what is better for drag? standerd or auto? also what are the racios i should get for the cam and rockers and lifters?
i want suggestions too!
Yep you can.. all I did with my heads this go around was new valves (with 3 angle valve job), comp cams valve springs, comp cams roller tip rockers, screwin studs, guide plates, hardened push rods, etc.. I would like a nice set of Trick Flow or World Products heads if I ever get the extra $$$, but may just have these ported and go to slightly bigger valves.

Are you running headers or cast iron manifolds on your '64 f-100/351w? If you are running headers what brand name are they and for what model truck are they actually for? I'm trying to find a set of long tube headers for my '69 f-100/351w,and having no luck at all!
No, sorry, I am not running headers at this time. I found a set of 1969 Mustang Mach I 351 cast iron manifolds. They seem to work just fine for now. With the Volare front end, I have other problems with header fit, although I saw a set from Sanderson for my set up.. may investigate those when I do eventually step up the heads..

I bought a set of Sanderson headers off of e-bay a few months ago for my '69 f-100/351w. I think the part number is FF2. The driver side bolted up fine with out any obstructions,but the collectors turn in toward the oil pan. I have a 7 qt.rear sump Moroso pan on my windsor, so the collector is about 1 1/2" to 2" from the oil pan (a little too close if you ask me). The pass. side turns out away from the motor to clear the starter, and I will have to cut a 1 1/2" notch in the frame rail for them to bolt up. Sanderson makes a shorter set and I think the part number is FF4 on those. The shorter set my fit better with out any cutting of the frame rail. The frame rails on your '64 may be different from my '69 and not have the same problem I had, but I thought I would let you know the problem I had with the Sanderson headers.
Not sure of the differences in the frame from the '64 to '69... but with the Volare set up and the motormount cradle I had to make for the Windsor, and not removing the crossmember that was the rear motormount, I need something that more or less exits straight down. The '69 Mach I manifolds were short enuff that the muffler shop could make bends to clear everything... but, then again, I am not in a rush to do the headers so information like yours will get filed away for future use.. thanks for the heads up... really dont want to be notching the frame if I can help it... I may remove the crossmember as I have strenghtened the frame in other areas..
