2.3 timing belt tensioner?

Could someone explain how the timing belt tensioner works? The book says after replacing belt tighten tension adjustment bolt and spring bolts to 33ft lbs. In my mind, if you do that you do not have "floating" tension adjustment like the drive belt tensioner system. What I did was loosing both bolts, using a tensioner adjusting tool to pry back the tensioner, tightened the adjusting bolt, took off belt, put new belt on, loosened adjusting belt, allowing tensioner to tension belt, rotated crank two revs, checked timing again, and finially, torqued both adjusting and spring bolts. That tensioner can not be moved unless the tensioner bolt is loose. So, how does the tensioner assembly keep a constant pressure on the belt as the belt wears? The fan belt tensioner seems to work in a different way, as it is not locked down. My truck is a 97 Ranger (2.3).
