I highly doubt header would HURT fuel mileage. Better breathing is good thing.

The factory 4 barrel intake is good, look for either a large T or even an S on the intake runner, or you could go for the Edelbrock Performer for mileage. Do not go for the Performer RPM, that is a street strip intake.

Both of my trucks have dual quads and they average about 9 MPG.

But doesn't E Fans help reduce friction and drag on the water pump that a clutch fan adds along with extra weight on the water pump?

Well just from my personal experience I didn't see any benefit from headers honestly on my truck. I think I would have benefited from manifolds and 2 1/4" exhaust instead of headers and 2 1/2" exhaust. Now I might think differently if I now swap to a 4 barrel.

The main benefit with electri fans is less rotational mass on the engine itself. It makes for quicker engine spin up and can reduce the horse power needed to pull the fan. The trick here is to have GOOD battery with a lot of cranking amps and reserve and a good charging system. If those are present, the amount of juice pulled from the electrics will be minimal on the engine compared to spinning a fan.

I had planned on changing to a GM Alternator for more amps.I found the article in our article section.
