my 1998 150 4x4, singlecab, is having rear brack issues, it has drums in the back, now my problem is that they are locking up, hard to get moving off the start. what cou.ld be wrong?

This is a common symptom of rear drum brakes when the shoes are nearly worn out. What happens is, due to the wear pattern of the linings being uneven (you'll notice this when you change them out) the amount of self-energization 'brake gain' if you like, increases over time.
When the linings are nearly worn out, the brake has enough self-energization that it will actually lock on. Picture how a doorstop works and you'll get the idea.
Solution: Replace the brake shoe & lining assemblies. Make sure to replace the springs and grease up the self adjuster too.
Even if you don't feel comfortable with drum brakes, you can do it. Just jack up both sides, pull both wheels & drums, then do one side at a time using the other side to help you 'remember' where/how everything goes.
