Did it a while ago on a 01. Not a difficult thing at all. If a 4x4 unplug the lights ahead of time. When take the bumper off, you will have to take the lower plastic trim off. Those clips and bolts can be difficult to reuse because of rust. I had a difficult time finding the exact item, but was able to get some close enought to work. The molded plastic on top of the bumper has some internal push types clips. Neat system, but I couldn't find replacements. I had a couple that were missing, and they are still missing today. Can't tell from looking at it.

I used stainless bolts, large flat washers, and fiber-insert lock nuts. Nylon hardware would also work well and never rust.

You can pull these with a cheap trim remover tool (looks like a two-tine fork) available at auto parts stores. If you old push fasteners are loose but not broken, dip in a blob of clear RTV before installing. RTV is great for holding all sorts of automotive plastic stuff you might one day remove but don't want to rattle. Replacement push clips are available on the web, auto store, hardware store, or from a dealer.
Is his header panel broken? It'd be a good idea to look that over and make sure it isn't broken anywhere so you have a nice solid panel to mount the grill to.
