Water Temp Gauge Fluctuates
The temp gauge fluctuates from normal to low very irregularly, it does not seem to be related to speed/acceleration, heater on/off or anything else i can find. The temp will just drop for awhile and then come up, no logic to it.
I have replaced the thermostat and coolant as well as the temperature sender? I am wondering about the fan clutch. it is pretty easy to turn by hand either with the engine hot or cold. you can feel a little resistance but it turns easily.

For some strange reason, some water needs to bypass the thermostat thru the heater hoses. My 91 heater core was stopped up (twice) and it did the same thing.
If you have the valve assembly in the heater hose lines, make sure it is bypassing water when in the off position, as well as passing water when the heater is on.
A quick test to see if this is the problem would be to install a temporary length of heater hose from the engine exit to the return.
Make shure your getting pressure in the coolant system. After the thermostat opens and the engine is up to operating temp the upper and lower radiator hoses should be firm because of the pressure. (Around 16psi)
If your not building pressure you may have a bad radiator cap or a bad radiator. My sisters 95' had similar problems and no pressure, turned out the radiator was shot but not leaking. It just wouldn't hold pressure.
