Yep speedo is electric. I would suspect you have a bad horn relay to fix your horn problem. Still looking over my EVT to figure out the speedo.
Possible theories...

1. Replacing the horn relay will fix the speedo too. (long shot) if the relay on the horn went bad, it might be grounding your Programmable Speedometer/Odometer (PSOM) through speed control, so no current is flowing to it. (if Odometer/trip is no longer displaying in addition to speedo not working this would support it fixing speedo too. However I do not have diagrams detailed enough in my EVT manual to get into the cicuitry of the PSOM and could not tell you for sure.)

2. Rear axle speed sensor could have gone bad. It should be the sensor on the top driver side of the differenial (if your odometer/trip is still working it would support this one or theory 3)

3. Your speedo itself died.

Always always always!!! check all connectors first for proper fit before thinking about replacing parts, and test the parts you have before replacing them.

Daytime running lights module is behind the driver side light assembly.

Horn relay not the problem.
Checked it as suggested.
When you take the cover off the steering wheel should there be juice in the wires that plug into the steering wheel cover?
I have none.

Its gone beyond the horn.......
I found a fried light switch that someone has stuck a hot jumper wire into . The plug is fried not the switch.
I found a little black box bolted just below the drivers side hood hinge.
It has a wire going from the power box on the fender into it , a ground and 3 wires coming out of it.
2 of the 3 wires coming out of it have been cut off.
Ive got some major problems here I think and need all the help I can get so if anyone has any ideas about any of it please let me know?
How hard to change the whole underdash wiring harness , has anyone done it?
Thanks

a whole under dash harness is going to be a ford only item but i doubt they still manufacture it, long shot but give them a call.

other then that its going to be repair yours or a junk yard unit.
