17 digit VINs didn't start until the 80s, 1981 I believe. Other than that I can't be much more help. I don't know what kind of vehicle it is.

its a 1975 Ford Elite. some call it a Torino Elite, others a Gran Torino Elite.

The vin goes like this: the first digit is a 5 (75 year model)
G is the plant code (built in Chicago)
21 is the body type (not sure what though)
S is the engine code (400 2bl)
192246 is the vehicle production number (consecutive unit #)
Trans is U (C6)
Axle 6 (3.00 non locking rear)
DSO District Special Equipment Code (not sure what the 5 is)

If it was a SPECIAL ordered Vehicle it woild have the Oreder Number stamped on it.
The #5 is the district this car (from regular production I might add)
was sent to the District that 5 represents.
The lowest number for a DSO I have on record is #11.
I'll see if I can find out which district it was.
