It's a common misconception to relate boost to horsepower. The new 6.4L PSD's make more boost than my truck at WOT, but mine is faster and puts down more power.
If you are running too little air, then yes HP will be affected big time. If you already have adequate air and decide to pump more in (via compounds or a better single), then the power gains are in more minimal increments. Of course, good airflow also results in less smoke and lower EGT's.
