I've got a 2000 f-350 SD with 264k and have had vertually no problems with this truck. Just this week I noticed it is no longer running at high idle when the engine is cold. I can hear the EBPV is closed in the exhaust while the engine is at idle, but no longer an increase in RPM's. Any ideas on what I need to check or replace?
How long do you leave it running waiting on the high idle? How cold is it outside when this happens? Did you have your truck plugged in before the no high idle?
My experience with High Idle and No High Idle boiled down to ambient air temp. Just a couple degrees colder and I would get high idle. And of course the inverse was true, a couple degrees warmer and no high idle. When I do get high idle it takes a minute or two after start up to kick in. A tap on the brake or go pedal and it would drop to normal idle than in a minute or two go back to high idle. Just my .02

It has to be REALLY cold for the high idle to kick in on my truck. Most of the time (Southeast Texas) all I get is the whoosh from the EBPV. My high idle kicked in once this week and there was ice on the windows. The other days I got the EBPV but no high idle and there was no ice on the windows.
I agree with the temperature ideas people have said. I remember looking in my manual and I believe it was 38 or 41 degrees that the truck will partially close the EBPV and increase throttle, if the temperature sensor recognizes a warmer temp, it won't idle up. It's all built in. Have the temps been around 40 degrees or at least warmer where you are lately?

I remember reading from another poster or maybe my manual that the high idle won't start until the glow plugs shut-off, which is supposed to be 2 minutes. Anyone else remember that/agree? Seems to be consistent for my truck.
Ya my truck seems to do the same thing, it takes a couple of minutes for the high idle to kick in and then if you tap the pedal it will come down. Seems to kick in just around the freezing mark. If its much above say 35 degrees, then i dont think it comes on.
That is probably why my truck will not high idle until 1 or 2 minutes after start up. Its waiting for the glow plugs to turn off.
Yeah, I think that is why they do that. Mine does the same thing. Okay curiosity got the better of me. According to my manual:

4. When the engine starts, release the key. The glowplugs will continue to be actiovated for up to two minutes. If the engine is not started before the activation ceases, the glow plug system must be reset by turning the ignition key to OFF

COLD WEATHER OPERATION
In cold weather below 0* C (32*F) your diesel engine will slowly increase to a higher idle speed if left idling in (P) Park. The sound of the engine may change also, as an exhaust device engages to improve heater performance and reduce exhaust smoke.
OK, the temps have been in the low teens to single digits this past week and I have not plugged the truck in since I have been working out of town and at a hotel. It has always kicked up the Idle before anytime it was below about 35deg. after about two minutes of running time. I'm assuming sometype of sensor may have failed. Everything else appears top be working normally, glowplugs, startup etc.
