You seem to be implying that the fan motor is functional but you can't control which vent the air comes out of, if this is correct my first guess would be the blend door actuator.
If you cannot control where the air flow comes from I would suspect a vacuum leak. I have yet to experience this on my truck but that is what happened on my Mustang. From what I have read in this forum the most common place for a leak is under the battery. I just discovered a leak from a windshield washer hose that seems to be coming from under the battery so I will be pulling the battery and tray out this weekend to check out what is going on under there.

whats happening is, when the temperture control setting
on the dash is set to 90 degrees,
all that comes out the dashboard vents is cool air.
however, the heat above on the headliner console,
works perfectly.
