You're half-correct on this. Moving liquids (gas, diesel or liquid oxygen) through a conduit (like a pump, hose or nozzle at the station) creates static electricity by itself.
Moving/sliding gas containers on a bedliner or other surface causes additional static electricity.
We were not allowed to do that in the Air Force (Fuels Specialist) either. One other thing, when the opportunity presented itself, I asked my counterparts in other services if they received hazardous-duty pay. They all said they did. Here's the "funny" thing, the Air Force DID NOT authorize hazardous-duty pay to Fuels Specialist's because of the extra safety precautions we had to take.
