Vacuum Valve on Carburator

Vacuum Valve on Carburator
Hi all, Can someone help me with a puzzle? There is a device under my carburator which has a vacuum actuator on it. The device sits in the throat between the carburator and intake manifold. It is not mentioned in my Chilton's. The previous owner had it plugged off. But me, being the inquisitive type, hooked it back up. Problem is that it won't allow the engine to idle when it is connected to a vacuum line. The engine starts and responds well to the accelerator but dies after a few seconds without my foot on the pedal.
Can someone help me identify this thing and what if anything it is supposed to do. And if possible advise me how to make it work properly.
Thanks, Robie

Thanks Nitro, That helps. I was able to look in my Chilton's and find a lot on EGR. Now if I can only get it working. Some of the EGR components may be missing from the previous owner. They shouldn't be too hard to find tho. I'll bet nobody ever goes to the junk yard to get EGR parts. :-)
Thanks again, Robie
