If you know someone who is good with a torch, really good, then pull the heads and have them blow the bolts out.
I'm a little rusty now, but I used to be able to blow a bolt out of a blind hole in cast iron without needing to re-tap the threads. Did this many, many times on exhaust manifolds and got many thank you's from customers who saved hundreds over buying a new manifold.
