Need to check to be sure that the cable turns, both at the speedo end and transmission end. It can be a bit of a pain, but you need to likely take the cluster out. First though, do you have cruise control? If so, the speed sensor may have seized up, so you need to take it loose to check that. I have seen cables break, the plastic gear strip out internally, as well as the teeth, and then sometimes, but more rarely, the speedo head fails. generally it will be either the cable, speed sensor, or gears in the trans. You have one that goes around the tail shaft, and one that is driven by that gear.
if it is automatic the gear in the trans is steel most likely the plastic gear has stripped on teh speed sensor if it has lube teh cable before reinstalling it
