Facebook doesn't offer personalized web sites that you make yourself - they offer "profiles" that are based on the same ideas as the ones here on FTE. If you want something simple, try Geocities or Tripod - they have quick easy setups that help you create your web pages with what ever you like. They are free as well; they just have ads. If you want a professional-looking site that you maintain yourself something like a dot-com, you first have to find a host. Your ISP like Mil1on said would be a good start. After you have your website hosted, you would need to register a domain name - GoDaddy is a popular service for this.
If you want a www.MYDOMAIN.com website you'll have to go to a domain registry to do a search fo rthe available names, then after you find a registry with the service package that you want, register it. The registry company will supply you with details on how to log in and upload files; how much bandwidth you get will vary with the package you sign up for.

Go to www.GoDaddy.com or www.1and1.com and purchase your domain... www.wizzzard.com or whatever you want, price? $6.99/yearly with 1and1.com. This includes JUST THE DOMAIN. You'll then need a WEBHOST, where you can store all of your website content. If your ISP (Internet Service Provider) offers people 5mb, 10mb, etc... free personal websites, go for it. Most websites never go over 10mb. All you have to do is link the domain with the webhost, which is fairly easy.
