Start with a complete flush of the coolant system, clean radiator fins, get a new radiator cap with proper pressure rating, change thermostat, inspect water pump....
refill system with new coolant at proper mixture...make sure your system has no leaks and is completely intact, with no air trapped in system...You may want to change hoses and clamps if they look old or soft...flush out heater core while your at it....

You might want to put a real gauge on it to make sure the factory one is accurate.
