Of course. They are prone to moisture just like any other brake compent and will eventually fail/leak. What happens then is a guess. I have taken them apart and cleaned them out. Last one I did was too far gone to repair.

If a proportioning valve developes a leak, look at the low brake fluid warning light switch (first installed in 1967). The switch is plastic and over time minute cracks develop in the threads. Fluid will seep out, and when that happens, the low brake fluid warning light on the dash will come on, and stay on.

no its not bad. i was bleeding my brakes and for the life of me could not get them to firm up. tried a power bleeder and everything else to make sure there was no air in the lines. didnt know if it was the valve or not, but behold there was still air in the line, it all correct know.
