Drill them as near to the center as possible with as large a drill bit as possible without hogging out the hole. If they won't pop out with a punch the heat them up then squirt them with water to shrink them and they should pop right out.
Sometimes you can just center punch them and drive them out with an air chisel gun with a punch point bit.

This is the same way I do it. 4" grinder punch and hamer. Works like a charm.
an easy way is to take a small cut off wheel and grind an X across the face of the rivet, all the way down, and then shear the head off with an air chisel, and use a punch to knock out what is left.
You can always get out the ole fire wrench (torch) and blow them out. Hold the torch dead center on the head, and blow the middle out, then the head blows off very easy, sometimes you can even just knock the rest off with a chisel.

That's normally the case but judging by the picture the heads are already ground and one of the remaining rivets already punched.

From the picture a mess has already been made and ther is no easy way to fix the damage. But he will know the easy way to knock out rivets for the next time. From the picture I would just burn the last rivit off and grind off what is left.

I've been back and forth between this post and the picture and honestly can't see the damage you are talking about. I don't see any gouges or torch scars anywhere,just shiney metal where he ground the heads off and flush shined the bracket a little.
From the picture, it looks to me he had already cut the heads off and tried to punch the shanks out unsuccessfully. When that doesn't work, you can drill out the centers and often they will punch out. If that doesn't work either, you can heat the shank up with the torch, quench it to shrink it slightly and it will pop right out, with a little persuasion.
Everyone is right when they say grind the heads off and punch them out, it is that simple. When that doesn't work, these are good alternatives.
Like everyone has already mentioned a drill & punch "and at times with the help of some heat and a water squirt bottle" works, but one time at a flea market i came across some rivet chisels, in most cases they work better than a regular chisel.
K, time for the dumb question... are there still rivets on the bottom rail of the frame holding the bracket in place? If not you can also drill the back sides, bucked part, to allow for the rivet to punch through.
I got one out tonight, heated it the other night and sprayed with WD40 and let it set till tonight and pounded with a lump hammer and a punch and it came out . I did try grinding drilling and hammering the heck out of it before I posted but the heat and cool meathod worked , Thanks, Tom
