It is interference-fit. You need a special puller to remove the pulley. It is the only way. It is a special type of puller that has jaws that clamp the nose of the pulley, and it pushes against the center shaft little by little.
If I can suggest? Try a location like Advance Auto. They have the 'loan a tool' program, and might have the puller you need to get the job done without damage to the pulley or pump. Heck, I'd walk the old one and the new one right into the store and do it on site.
i own one of the pullers, it ended up in my tool box, dont know where from but part of it is missing. no prob. the threads are to get the pully back on the shaft. with the puller and an impact it doesnt take long to do. without....yikes
If you buy the PS pulley tool, make sure you get the one that removes and installs the pulley. You do not want to just drive it back on there after you rebuild the pump. Found this out the hard way.
