Probably the dealer for something like that. Check with http://www.directfordparts.com . They may be cheaper. If you can't find in on there website, send them an email and they will get back. So far they have been way cheaper then any local dealer around here. They are also a sponsor for the site.
I would replace it if I were you. Contact the folks at the link above. They are a Ford dealer in Las Vegas and super nice guys to deal with. Use the contact link and give them your vin number and info on what you need and they will contact you shortly. I know that I will deal with them anytime I can wait a few days.
If you can wait a few days, I have a complete fuel bowl assembly that has a known good heater, PM me if you want it and I will ship it to you.
The local Mechanic at the dealer ship gave me one when I was researching the sizr of the fuel pressure test port. It is used, but the heating element still looks good.
No charge to you, you just have to wait a few days to get it.
