Does the interference vary with the engine RPMs? If so, what kind of ignition wires are on it?

I have the same issue - '99 Explorer with 137K, still has the original wires on it. AM reception is very poor with lots of static, but if I turn the engine off it is much better.

Do you think replacing the ignition wires will help? I figure it's time to change them anyway.

i have the same problems on and off, i have a different Radio than the stock one, so i know its not the radio. Does it get worse as you accelerate becasue mine makes a louder noise and changes pitch as i accelerate.

I had some limited luck on my 98 with playing with the antenna plug that can be accessed by dropping the glovebox down. The connection is just behind the glovebox.

Sounds to me like you are getting electromagnetic interference from the ignition system. Time to do a tune up and replace the plugs and wires. Use only Motorcraft or Autolite parts, it matters.
