OK, it seems the EVR's electrical resistance checks out.

That 18 volt reading at the EVR's electrical connector, was with the ignition switch ON, but with the engine OFF?????

You said the DPFE also tested bad, so did you ever replace it????

yes I cehcked the voltage with the key on engine not running, the dpfe was replaced about 6 mos ago to. at the time i was getting the 0401 code
