Just another 2 cents worth (and probably overpriced) - Maryland has a god-awful inspection. They check everything but the primer under the paint. And its about $55 last time I checked. BUT, and it's a big BUT, it's only required once when the car is registered. Many time I've wondered how many three and four year old cars are running around with worn out brakes, bad shocks, poor wipers, etc. And I know the majority have defective turn signals - nobody uses them. Anyway, a yearly SAFETY inspection at a reasonable price makes sense. I think the only reason there is not more mayhem on the highways here is because most of the cars are fairly new. Seldom do you see a beater on the road. Actually, there are a lot of accidents here - I95, I 495, 295, Rt1, etc. A day when accidents on the local highways are NOT announced is rare. Rush hour backups due to accidents are common. You have to ask how many of these accidents were caused or worsened by faulty equipment. /soapbox off/
Good point VAsheriff. AS for the drunk who has no pot to **** in or a window to throw it out. It would not matter because if I am in those shoes where he has hit my wife a children when my friends and I are done with him he will need no pot to **** in. AS stated by VAsheriff driving is a privilege not a right.

This is so not true its not even funny. CA has more checks then ANY other state, heck they started the whole roadside random emissions checkpoints idea. Not to mention how the police go crazy and inspect the lil ricers when they get stopped for all kinds of stuff like minimum bumper height from the ground, headlights high enough, but not too high. I wont even start on the whole BS "CARB" exemptions needed for ANY aftermarket engine related parts.

Well you know, there is plenty to dislike about CA government. But if you lived here, or had a vehicle registered here, you would know that in fact CA does not have vehicle safety inspections for personal vehicles. We just don't, it's a fact. We have bi-annual smog inspections, but diesels are exempt, and vehicles 5 years old or less are also exempt. We have rules about modification of vehicles like every other state, and LE may stop you at any time for observed violations. So you could say we are constantly inspected. But no scheduled inspections.
