I think he means the Ford Sync program that allows more funtionallity for stock radios. I believe it is Bluetooth based and heavily integrated into the stock radio. So, no, I don't believe that Ford has any backwards compatible units availble for previous years models.
Ford Sync will not be backwards compatible for a long time, if ever.

Sync is not available in any Ford pickup at this time. Maybe on the '09.
I saw a Bluetooth hands-free universal unit at Costco two weeks ago for $35. This is only for phone com, and cannot address entertainment functions as does Sync or brandmotion.
It does not exist yet. However at this years consumer electronics show, automotive technology will be making a huge presence (according to the Wall Street Journal today). There are some work-arounds that would act like the sync i.e. adding a head unit with a USB cable to the glove box that attached to a micro pc that is running voice activated software.
If you dont want to go to that trouble there is always the head units with video touch screens that can control ipods, dvd players, game consoles, bluetooth, etc.
